Ok, I'm posting this here because it was the first place I looked and I didn't find it. I had a problem where my Dynamics SL terminal server which has the Crystal Reports 2008 designer loaded on it was complaining about a missing DLL, u2lsol4.dll, when editing reports. This was making it so various functions in the designer weren't working. I had to copy the DLL from the path "
C:\Program Files (x86)\Common Files\Microsoft Shared\DynamicsSL" to the Windows\System32 folder, or in my case the Windows\SysWOW64 folder because my server is 64-bit. Once I closed Crystal and re-opened it everything started working correctly.
There, now I know I'll at least help myself the next time I run into this and maybe someone else!
