I will add to the list with what we do, which is free for the software; you just need someone to build and deploy. We use SQL Server Reporting Services (SSRS). It is similar to Web Apps, but you don't need to deploy Web Apps if all you need is the reports. You can build the reports and then deploy them to either a SharePoint site or to the Report Server. Security is controlled at the site or server level and within each report you can filter the result set based on the logged on user (i.e. you only want to show projects where the logged in user is the project manager). End users then access the reports through a link in their browser.
