No, there is no documentation on how to manually update the files. I had to figure that out for myself because MS is not that worried about it right now to send an updated version before a possible late January update.
I have attached the file that I updated for the correct amounts.
Just change the .txt extension back to .int and you can upload the table to the Payroll module.

Please review the Federal Tax Rates for 2021 that are included in the December 2020 Tax Update.
Some of the Federal tax tables are not correct as they still show the 2020 rates.
Microsoft has said that they will be sending an additional update in mid to late January with the correction.
